Phạm Tuân was born on February 14, 1947, in Kiến Xương, Thái Bình Province, Northern Vietnam. He enlisted in the Vietnam People's Air Force (VPAF) in 1965 as a radar mechanic student. He was then chosen for pilot training as a commissioned officer and graduated as a MiG-17 pilot from the Soviet Union's Krasnodar Flight School in 1967. He then moved up for MiG-21 training and was posted to the VPAF 910th Air Training Regiment from 1968 to 1969, when he helped develop nighttime interception procedures against US air raids.
Phạm Tuân is a retired Vietnamese Air Force aviator and cosmonaut. When he launched onboard the Soyuz 37 mission as an Interkosmos Research Cosmonaut, he became the first Vietnamese national and Asian to fly in space. He received the title Hero of the Soviet Union. During the Vietnam War, he flew combat sorties against American fighter jets, earning accolades from his government in 1972.

His accomplishment in space exploration proved Vietnamese citizens' potential and most likely sparked a younger generation's interest in science and technology. His military career, where he rose to the rank of lieutenant general in the air force, demonstrates dedication and commitment to his country. He later entered the National Assembly and was appointed Chairman of the General Department of Defense Industry.
